Interstate Compact for Adult Offender Supervision and Interstate Compact for Juveniles Training

This training will include an overview of the Adult and Juvenile Compacts which will cover the following topics:

  • Purpose of the Compacts
  • Authority of the Compacts
  • Compliance Enforcement
  • Role of the State Compact Office
  • Eligibility
  • Supervision
  • Probable Cause Hearings
  • Key issues: Retaking and Warrants



Holly Kassube began working with Interstate Compact cases for Illinois Probation in 2008.  In 2012, she was appointed Deputy Compact Administrator (DCA) at the Administrative Office of the Illinois Courts (AOIC). The Interstate Compact Unit at the AOIC supervises the transfer of nearly 6,000 adult and over 500 juvenile compact cases a year.

As the DCA, Holly oversees the application and compliance of the rules of the Interstate Compact for Adult Offender Supervision (ICAOS) and the Interstate Compact on Juveniles (ICJ) for Illinois probation.  On a daily basis, she collaborates and maintains cooperative relationships with other state Compact Administrators, as well as national administrators, to problem solve and manage interstate compact matters.  She develops and delivers training for probation departments across the state on the adult and juvenile interstate rules and the use of the coordinating federal data systems.

Holly currently serves as a trainer for the National Training Committee for the Interstate Commission for Adult Offender Supervision.  In addition, she serves on the Interstate Commission for Juveniles Technology Committee and Human Trafficking Ad Hoc Committee.
